NC unemployment insurance changes head to McCrory

RALEIGH, N.C. -

An unemployment insurance bill heading to Gov. Pat McCrory's desk makes changes he sought but also tinkers with a commission that makes final benefit appeal decisions.

The House voted for Senate changes to the measure, which would require benefit recipients to make more weekly contacts looking for work and to show photo ID to keep receiving jobless benefits.

McCrory gets to keep making Board of Review appointments, which are subject to General Assembly confirmation. But legislative leaders could choose board members if the governor takes too long. Lawmakers criticized McCrory for board appointment delays.

Terms also would be staggered and could force a McCrory appointee to step down this month. McCrory can sign the bill finalized Thursday, veto it or let it become law without his signature.
